The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of contrasting events captured the bleak nature of the current period. By day, political struggles are conducted: optimistic declarations are released from multiple capitals. Significant resources is allocated on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from enemy soil, a capability afforded by up-to-date information. From vantage locations, defense planes that had been dispatched to engage hostile cruise missiles flew past – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: several firings deployed against a hostile projectile. This was a modern interception technology at work, probably provided by Western nations. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, sparing the city from ruin and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely imported technology. Sadly, the shots failed to hit the hostile drone – it maintained course toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the early updates: several casualties, destruction and heating outages in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's vital need on international aid – a reliance that European nations are demonstrably unable to fill in the short term.

Unsuccessful Negotiations

The 28-point plan from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, endure.

Political Considerations

It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a principle familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is impossible to force Russia to relinquish the areas that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through words or deeds, from believing that the current condition will not shift further in its benefit in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but averting a total frontline collapse until circumstances change in its favour.

Existing Situation

Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These opposing factors are influencing discussions.

Assessment and Future

It took a mere seven days to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, current information leaks, all did their job.

While new plans based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
